Enchanted a Fox Tail amulet with Stealth Tier 1 which is supposed to give +12% Stealth. With 120 stealth from talent tree and 12 DEX my stealth is at 130. Shadow Dance does not get an increase in pure damage from it either.

Yup, not a bug, it counters evasion but wisps are incorporeal.
