You can be loted everywhere except on Arboreus safe zones. Looters will be punished as said in the pvp spotlight.

@loxreaten we have no info about the settlement structures, but we know that the next spotlight will talk about buildings and housing. The only thing I know about is that we are not allowed to build everywhere. They want avoid to see in game an enourmus big city occuping the whole map with billions of structures.
