Tweaking numbers is ok if it goes +/- 20%... to make a balance.

If someone gives you a starting (showcase) example of 250% power difference... that's an issue of serious concern.

or it's pre-alpha and not release numbers.

it's so much easier to balance big numbers than small ones.
