Question about pvp-ers resetting there won system with alt character as sheriff

Why is it allowed to a red pvp player to have a second character to fix his reputation again ?
So he can arrest himself or his buddy ganker ?

he would have to have a whole other account I believe. 2 Characters on the same account can't attack each other I believe

@DraxOakstaff it doesn't work that well.
Even if you can self jail, the karma is not reset, so as soon as they switch to evil again they are again at -10k karma and if caught pay the full bail.
