Packaging Station not always placeable (Patch v.a.2.5.1c)

In Patch log it is said: "Citizens are now able to place packaging stations everywhere within the region of their city."

But i can't place at one of our Townareas no Station.
The Blueprint is blue at the possible places, but if i want to place it, nothing happens, just the blueprint disappears.
