Terrain, base building, and dungeons

From what I've seen from the wiki the Terrain is said to be completely changeable for combat and certain areas. However this prompts a question will it be possible to build bases/dungeons outside of the small, medium, and large cities? Or even being able to claim cleared dungeons for the more evil aligned players?
The reason I ask this is that dungeon bases could give more player replay ability.

Not sure if it's classified as 'dungeons', maybe they changed the name but there will be 'asteroids' that you'd be able to build houses or w/e to for a temporary usage.
It will probably change as the game progress given the current state of housing atm.
